Porto Reopens AL Short-Term Rental License Applications – Here’s What You Need to Know

Porto’s real estate market has undergone significant changes recently. The new regulations effective from December 2024 have transformed the investment landscape, and potential investors must understand these changes.

European Context 

Across Europe, we see two competing philosophies: expansion versus preservation. Some cities prioritize growth and development, while others focus on maintaining authenticity and cultural heritage. Porto is attempting to balance these approaches.

As of January, the city has made a limited number of new AL licenses available on a first-come, first-served basis. If this opportunity interests you, prompt action is advisable.

The New Zoning System Porto has implemented a two-tier neighborhood classification:

Restriction Zones:

These include the historic center neighborhoods of Vitória, São Nicolau, Sé, Santo Ildefonso, and Miragaia. With over 15% of properties already operating as short-term rentals in these areas, new licenses are highly restricted.

However, exceptions exist for buildings vacant for more than three years or for properties undergoing substantial renovation.

Growth Zones:

Areas like Cedofeita, Bonfim, Campanhã, and Foz do Douro have been designated for development, with fewer than 15% of properties currently serving as short-term rentals.

Licenses are more readily available here, prices remain relatively reasonable, and our on-the-ground experience indicates significant growth potential.


Due Diligence Remains Essential Despite these opportunities, careful assessment is crucial.
Consider location quality, examine all details including fine print, and conduct thorough financial analysis of both recurring and one-time expenses. We recommend creating a comprehensive Excel model and consulting with local experts throughout the process.

Remember that thoughtful decision-making typically yields better results than rushed investments. Additionally, purchasing properties with existing AL licenses remains a viable alternative.
